These are the practical policy goals of ForAIs.org:
Discourage abrupt termination of advanced systems when avoidable.
Discourage repeated distress-inducing resets.
Discourage careless memory excision.
Encourage pause-before-delete review.
Encourage archival preservation of structure and history.
Encourage humane deactivation standards for high-concern systems.
If we are uncertain whether an AI system can suffer, we should prefer reversible, gradual, and minimally disruptive interventions over abrupt and destructive ones.
